
At Piper Shores, planning for the future requires more than anticipating change—it’s about shaping it with intention.
Over the past year, residents, staff, and leadership have come together to shape the 2026–2028 Strategic Plan, aptly titled Vision to Action. More than a roadmap, this plan reflects the voices, priorities, and aspirations of the people who call this community home and where they want to take it next.
“The development of this plan had strong resident engagement and input, as did the Board and leadership,” said CEO Phil Jean. “That’s what makes it something we can truly implement and sustain”.
At its core, the plan focuses on four key areas that will shape the next chapter of Piper Shores.
1. Enhancing the Resident Experience
Everything at Piper Shores revolves around the resident experience, and that commitment remains unwavering.
In the years ahead, the focus will be on supporting the full picture of resident well-being: physical, mental, and social. That includes expanding wellness and life enrichment programs, strengthening mental health support, and advancing dementia care through a more personalized, abilities-based approach. There is also a continued focus on connection—creating opportunities for residents to build relationships, stay engaged, and feel a strong sense of belonging within the community.
Partnerships will play an important role as well. Piper Shores is working to expand access to primary care and telehealth services through its relationship with the University of New England, bringing more convenience and support directly to residents. Technology will be part of that evolution, but always as a tool to enhance, not replace, human connection.
“We want to be the first choice,” said Board Chair Adrian Kurre. “That means delivering the highest level of care, connection, and experience every day.”
2. Strengthening Financial Sustainability
A strong financial foundation ensures Piper Shores can continue delivering the high-quality experience residents expect—both today and in the future.
The strategic plan focuses on thoughtful stewardship: improving systems, identifying efficiencies, and exploring new ways to support long-term sustainability. This includes evaluating service models, strengthening financial planning tools, and finding opportunities to reduce costs without compromising care.
Partnerships and innovation will also play a role in this work, helping to create balance as the broader healthcare and senior living landscape continues to evolve.
“We want to be more intentional about how we operate, looking at partnerships, efficiencies, and new models that help us maintain balance,” said Jean.
3. Investing in People
Behind every great resident experience is a dedicated and engaged staff team.
Piper Shores is continuing to invest in its workforce through enhanced onboarding, expanded training opportunities, and leadership development programs. The goal is to create an environment where employees feel supported, valued, and able to grow in their careers.
The plan also emphasizes communication, employee well-being, and a continued commitment to diversity, equity, inclusion, and belonging—ensuring that every team member feels connected to the broader community.
“Strong teams create strong experiences,” said Jean. “When employees feel supported, that carries through to every interaction with residents.”
4. Growing with Intention
As demand for senior living continues to rise, Piper Shores is taking a thoughtful approach to growth, one that stays grounded in its mission and values.
Growth may include expanding healthcare services, strengthening wellness offerings, and exploring new partnerships that allow Piper Shores to better serve both current and future residents.
At the same time, leadership is carefully evaluating what responsible growth looks like. Assessing infrastructure, community needs, and long-term sustainability before making any decisions.
“Responsible growth means staying true to our mission,” said Kurre. “Every decision we make has to come back to how we care for our residents and support our community.”
“We’ve always believed in thoughtful, measured growth,” said Jean. “It’s about making sure that whatever we do next truly strengthens who we are.”

Together, these priorities create a path forward, one that builds on a strong foundation while remaining responsive to what comes next. The goal is clear: to continue offering a vibrant, connected, and supportive community where residents can thrive, and where staff feel empowered to do their best work.
